Buffalo ORC PCS Constructed Course Builder

This tool takes input course data for a specific race and calculates the average wind speed and direction for each leg for use in the ORC Scoring Program. Constructed course leg data is generated using the arrival time data from the ORC Certificiate of a selected "pace boat" compared to the weather data from station BUFN6 based on the expected time that boat would arrive at each mark.

Instructions:
1. Select a pace boat.
2. Fetch local wind data.
3. Enter course leg details.
